Cool idea the current player base would abuse it, it wouldn't be used in the way your thinking.

Roleplay is cool. This is not a good idea, complexity doesn't inherently imply it adds roleplay. The current system already being flawed with the solution being to add more mechanic shops was a red flag. I would love to see the current system perfected with the addition of a "bennys" like system, one that can be used but is not as effective or nessasary as normal shops.
 

Needs to be able to be transferrable and convertible.

The concept of vin scratches is they can't be tracked. If you want to stop them from storing without consequences find another way, IE. limiting storing in VINs.

Player base can't control themselves, more systemic issue.
