I think economy is good, with prices of things and the amount you get from runs and the time it takes, its great.

Also, how would the work with the AFP? Would they be allowed to arrest these people and would they be allowed to commit crimes like gas station robberies etc.

That seems like it would just break roleplay. The entire point of Arma 3 Life servers are basically Make Money, Rob People, Kill Cops, Repeat. Just seems dumb tbh. 

EDIT:

Explain more please. How long would you make it so they have to play? Will all players from when this is added have the L tag for whatever time? Will these L players be able to declare on others? What if these L people want to rob people? Maybe make an option to turn this off?
