After reviewing your appeal, I have decided to deny your appeal. 

You are responsible for everything you carry upon yourself, and if you where found breaking SOPs that's as simple as that. If there was something added to the server that is new it is YOUR responsibility to take all necessary actions to not break SOPs, however generally speaking if it is a large enough issue Command will issue an announcement. 

Since you don't have any evidence of the situation in question in regards to your appeal & you accept that you did something wrong the points will stick. 

@Matthew Hastings After reviewing your appeal, I have decided to deny your appeal. 

You where identified correctly with all evidence that was provided to the people who where dealing with the situation.

I'd also suggest for you to change one of your character's name from Matthew to something else, having both of them as Matthew is just a recipe for disaster waiting to happen. Consider yourself lucky you didn't get blacklisted doing that as a Command member. 

I could be wrong in regards to this, however since its a Creator DLC in order to use that content everyone who wanted to play on ANZUS would need to own the DLC before they could play the server. 

Its not like previous DLCs where you could use the content with a watermark etc.


I will say there is some nice additions returning to AMR in 7.1, its very unfortunate we can't use this DLC though.

If civilians are not listening to you when you asked them to do something, it is not a time to mess around. 

In-case you weren't aware, there is a gas pumps that can be found in Nuevo Laredo (the city closest to the Border Checkpoint) + in Gomez Palacio. (You can see them on the map by checking for a Gas Pump icon) 

I know they aren't Gas Stations, but at least you can refuel at them. Having actual stores where you can buy supplies isn't a bad idea though.

This Suggestion will be discussed within the Development Team on how to best approach this, whether it be restriction of storing items within vehicles that have their VIN Scratched Off (with an Alternate Method of storing items as a potential idea as suggested here) or something that allows LEOs to search VIN scratches after they have been stored that makes sense within RP.

ANZUS RP RULES

 General Rules 

• The age requirement to play on ANZUSRP is 18+.

In-Game Rules

• Remember that people are playing a character and to remain open-minded. Some people are nothing like their characters. Don’t assume a character’s negative qualities are applicable to the person behind the character.
• Everybody RPs differently. Don’t dictate how someone else should roleplay just because you would do something or handle a situation differently than they would.
• You are prohibited from moving assets between characters such as money, cars, houses, businesses etc.
• There is ZERO tolerance for any sort of slavery roleplay. 
• If for whatever reason you are not comfortable or feel an RP situation is not for you, you always have the option to walk away.
• You are to remain in character at all times. Going out of character will not be tolerated and may result in you being unwhitelisted from the server/receiving a server ban. 
• You are not allowed to use any type of military equipment or vehicle unless approved by a member of Staff
• Alta Street Apartments (which includes the entire carpark across to the ATM opposite the Job Centre) & Pillbox Hospital are "safe zones". Therefore no situations should start from those locations, nor should be camping those locations waiting for people to leave. You should only engage in Combat at those locations as self defense. You should also not flee to these areas if in an active situation.

Character Creation

• Your character's name must be realistic.
• Your character's name cannot be that of a celebrity or a famous figure. This includes variations/nicknames of celebrities/famous figures. 
• Any controversial, offensive, vulgar or racist characters will not be tolerated. 
• All parts of your body must be visible at all times meaning no invisible hands or legs.
• Alternative characters need to completely separate from each other. This includes exchanging information or items.
• Nobody can permanently kill your character except you. Once that is decided your character cannot return in any form. Once you have perma'd your character please make a ticket and we will delete it.
• VoiceMod or any other voice configuration software is allowed as long as it is realistic and audible.
   

Metagaming & Power Gaming
Metagaming/Power Gaming is strictly prohibited and will not be tolerated.

Metagaming & Powergaming Definitions: 
Metagaming - Purposely using or relaying information that your character did not acquire through legitimate needs is strictly prohibited. 
Powergaming - Abusing game mechanics to gain an unfair advantage in an RP scenario. Failure to report any in-game bugs/exploits may result in a temporary ban.
 
Examples of Metagaming:

• Identifying someone by their voice alone.
• Using Twitch/YouTube streams or Discord Channels to gain information over an RP scene.
• Using third party communication during an interaction to spread information.

Examples of Powergaming:

• Using the Scoreboard/Player ID function to find a player’s location if they are hiding. 
• You may talk while downed to Roleplay your Injuries, however you may not disclose any vital information such as who shot you, what they were wearing, what vehicle they were driving etc. 
• Using vehicle teleports mid chase. ie: boat docks, fisherman, plane depot, garages, etc.
• Shooting while escorting someone
• Robbing a player of something that is not physically on them. This includes player stash, bank account, PD evidence stash, parked cars, etc.
• Attacking, robbing or arresting players stuck in animation.
• Using your phone/radio while downed, in water, while cuffed, etc.
• Camping known locations for spawns.
• Using impound functionality to remove a car instead of calling a tow truck unless it is your last resort.
• Using /me commands to perform unrealistic scenarios. ie: /me breaks out of cuffs.
• Spamming emotes during a firefight to avoid being hit.
• Cuffing someone while sprinting.
• Using clothing that gives you an unfair advantage.
• Inserting yourself back into an active scene after being downed and treated by EMS.
• You cannot soft log/fall asleep at or near illegal locations as this is Power Gaming. You cannot head to illegal locations for the first 30 minutes of a restart.

Fail RP & Low Quality RP

• Act of performing unrealistic actions or promoting poor quality of roleplay
• Staff have final say and discretion to punish for fail or low quality RP
• FailRP & Low Quality RP is against the rules and will strictly not be tolerated.

Examples of Fail RP/Low Quality RP:

• Cop/Player Baiting
• Third Partying. This includes if taken hostage, you are not allowed to then join the scene once questioned by police, replace downed members for new ones (rule of 5 applies here) or interfere in an ongoing scene if police have already arrived. Police are allowed to interfere if two parties are attacking one another.
• Breaking cuffs while down.
• Not roleplaying injuries.
• Combat logging. (Disconnecting from the server to avoid Roleplaying/avoiding the consequences of your actions in Roleplay
• Robbing players without interaction.
• Storing stashes in stashes. ie: putting pizza boxes inside pizza boxes.
• Using local EMS whilst there is EMS on duty.
• Misuse of /OOC, and misuse of /me commands.
• Questioning a police officer about police information. ie: How many officers are on duty, asking police officers to clock on to meet police requirements to do crime.
• Frequently using excessive force for low tier crime.

Vehicle Death Match & Random Death Match
Vehicle Death Match & Random Death Match are against the rules and will strictly not be tolerated. 

Vehicle Death Match (VDM) & Random Death Match (RDM) Definitions:
Vehicle Death Match - Using a vehicle to down a player(s) without any prior roleplay or interaction. 
Random Death Match - Downing a player(s) without any prior roleplay or interaction.

• You can use a vehicle to defend yourself IF they are directly in the pathway of your only way out or if someone is shooting at you whilst you are in your car. You are not allowed to intentionally try to run them down. 
• If the story and build up have already taken place at an earlier time, no initiation is required at the time of the attack, within a reasonable time frame.

No Value of Life 
NVL Definition: 
Not realistically fearing for your character's life when you are threatened with weapons or severe physical harm. You are to value your life at all times.

Examples of NVL:

• Openly putting yourself in a dangerous situation where there is an ongoing scene or shootout happening between two parties.
• Antagonizing Gangs/Police or armed individuals in an active RP scene.
• Shooting someone for something insignificant such as accidentally hitting someone's car, talking smack, etc.
• Not valuing the life of others in hostage situations.
• Not leaving a dangerous scene after being directed by police.
• Suicide RP.

 
New Life Rule

• If you are treated & revived by EMS/at a Hospital (Ie you don’t bleed out), memories are to be treated as fragmented and not coherent, meaning you remember HOW you were downed but not specifically WHO did it. 
• The moment you are executed, ocean dumped, use “Local EMS” or you enter a fully downed state your character no longer remembers anything leading up to your death.
• You are not allowed to insert yourself back into an active scene after being downed and treated. 
• You may not take “Local EMS” if you have been advised that Police or EMS are on the way to your scene. You must try to contact medical help of some sort while incapacitated.
• If you are downed and respawn at the hospital your character forgets the immediate events leading up to being downed in the current scenario. You may not respawn if you’ve been advised that police or EMS is on the way to your scene. You must try and contact medical help of some sort while incapacitated.
   

Criminal Activities

• You are allowed a maximum of 5 people engaged in any criminal activity, except for when completing a heist/robbery. (Note: Heists/robberies have specific crim limits, see below) 
• No crime will be permitted 30 minutes before or 30 minutes after the tsunami. 
• Pocket-wiping players is prohibited. (Pocket Wiping is the act of completely emptying someone’s pockets/inventory. You must at the very least leave someone with a method of communication such as a phone/radio if they have one) 
• Robbing LEOs should only be done as a very LAST resort, for example if you are pinned in a corner with no way out and you desperately need a weapon & ammo to survive. This however doesn't give you a valid RP reason to rob every LEO on scene, just the very bare essentials so you can escape.
• You are allowed to interfere with police transport only if they are being transported to the police station.
• You may take individuals hostage, for the purpose of buying time and roleplaying your scenario while committing crime. 
• You may not bring a hostage to any hospital or police station and demand your friend be released for this hostage
• Whilst doing a heist, after the first step or hack is completed, you cannot leave for 10 mins or until police show up.
• You cannot take your friends hostage/use your friends as fake hostages. 
• Heists are considered a first come first serve basis. Therefore nobody should engage in combat to take heists from other groups, if you weren't first on scene at a heist and you roll up after the fact you should leave.
• You are not allowed to do any type of heist by yourself.
   
• The heists/robberies on ANZUS RP are: 
• Gas Station Robberies / 2 Criminals
• Bank Trucks / 3 Criminals
• Jewelry Store / 4 Criminals
• Fleeca Bank / 4 Criminals
• Art Gallery / 4 Criminals
• Paleto Bank / 4 Criminals
• Pacific Standard Bank / 5 Criminals
  
  (Note: Law Enforcement has specific response numbers for each crime, however these are listed in their SOPs) 

Gang Rules

• Gangs must not have more than 20 members.
• You should only have one gang character. If you perma as a gang member, making a second character as a revenge character is not allowed. 
• If any direct conflict or crime happens on a gang's turf the rule of 5 crims no longer applies. All gang members are allowed to defend their own turf at any time.
• Taxing Illegal areas should only make sense within Roleplay, and it should never be taken overboard. If a group refuses to pay your tax, it shouldn't always end in a gunfight. Ensure that if you/your group are taxing an illegal area that you should be mindful that roleplay takes priority over combat, and that you should always be willing to compromise if it makes sense within RP.
