I think option 3 is the best option, if people want to use pistols or class 2s or whatever, but I think a lot of people will appreciate class 3s coming back to what they used to be

-1. CG joined CG for a reason. Too many people would give up departments and ranks for a worse department or rank, especially those in higher positions, and to my knowledge, many MSRT will not get a place in spot and same for CGIS, I just don't think this will work
