It’s just annoying as the majority of 10-80s someone’s goes through an invisible barrier, doesn’t mean they get away but just annoying to deal with
Simple fix, join at restart and play for 8 hours. (Disclaimer: this is satire, please refer to Raphael's comment for an actual opinion)

What you did not mention, and what is causing FPS drops at major, is players. The greatest cause of FPS loss is a high player concentration. Once you start puting 20+ players in a square kilometer, it starts to effect every player regardless of PC build. For example, right after a restart, the main city of Dallas and Austin are painfully laggy due to the amount of players in that area. Once the playerbase dispereses, lag decreases.
Smokes at conflict might be causing some loss, but the issue above is likely the greatest factor.
Finally, crops are a nonissue now. They haven't been an issue for a few weeks. -
If we're going to have this conversation here I do want to guide it. While there are very valid IRL RP reasons for many points of views, please focus this suggestion in direct regards of how this works in game. Let's discus direct ingame examples, and how this, or anything, would have changed it.

Just change the crafting parts for weapons to illegal items (either add new ones or whatever) and all is well

I do think this is very valid. I think we do have to have the conversation is if it is worth prioritizing the checkpoint over DOC or the other way around.

Department of Justice (DOJ) is not the Department of Corrections (DOC). Gave me a heart attack...

EMOTION CASINO RESORT FEELS THROWN TOGETHER IN A FEW MINUTES

I think the Emotions Casino Major is a little silly. It's the equivalent of having a Courthouse Major that can be popped only when court is in session. It's just a combat feature that ruins other people's day, specifically guests playing at the casino in the limited time it's already open.
