There's no rush to making yourself official yet, you don't get any benefits. Maybe do some more fun rp stuff or zones etc and get some reputation. You might've ran into them as SWAT but as civ i haven't seen them do much other then fucking around at court. There's no rush to going official, no real benefit so nothing wrong with them showing a lil more what they're about. They've been showing themselves on the island a lot and have been working semi hard at getting around. Do I think they need to do stuff less? Yes. Like taking cops hostage as frequently as they do. Should be doing more majors as a bigger group instead of 1 man car dealerships. And get involved with other civs more. Instead of the only interactions being runs. As I said before, they interact with civilians quite enough for a militant group.
